తెలంగాణా రాష్ట్ర భవిష్యత్తు ఎలా ఉండబోతున్నది?

గత రెండు పోస్ట్ లలో కేసీఆర్ ప్రమాణస్వీకార ముహూర్త కుండలిని విశ్లేషణ చేశాను.ఈ సందర్భంగా ఒక చిన్న వివరణ.

ఆ చార్టులు రెండూ తెలంగాణా రాష్ట్ర అవతరణ చక్రములు కావు.అవి కేసీఆర్ మంత్రివర్గ ప్రమాణస్వీకార ముహూర్త కుండలులు మాత్రమే.వాటిని తెలంగాణా రాష్ట్ర ఆవిర్భావ చక్రములుగా భావించకూడదు.కనుక ఆయా విశ్లేషణ అంతా కేసీఆర్ మంత్రివర్గానికి మాత్రమె పరిమితం అవుతుంది.అయితే ఈ మంత్రివర్గం అధికారంలో ఉన్నంతవరకూ రాష్ట్ర పరిస్థితిని అది చాలావరకూ సూచిస్తుంది. 

ఎందుకంటే 2-6-2014 అర్ధరాత్రి నుంచి తెలంగాణా రాష్ట్రం ఏర్పడింది.ఉదయం 8.15 కి మొదలైనది కేసీఆర్ మంత్రివర్గం మాత్రమే.కనుక ఒక మిత్రుడు సూచించినట్లు ఈ విశ్లేషణ అంతా తెలంగాణా రాష్ట్రం భవిష్యత్తుకు వర్తిస్తుంది అనుకోవడం కరెక్ట్ కాదు.అది కేసీఆర్ మంత్రివర్గం యొక్క భవిష్యత్తునూ దాని పనితీరునూ వాళ్ళు ఎదుర్కోబోయే సమస్యలనూ మాత్రమె సూచిస్తుంది. రాష్ట్రం మొత్తానికీ అది వర్తించదు.

మరయితే తెలంగాణా రాష్ట్రం యొక్క భవిష్యత్తును సూచించే సమయం ఏమిటి? అనుకుంటే,అది 2-6-2014 అర్ధరాత్రి 00.00 మాత్రమె అవుతుంది.

ఒక్కసారి గెజట్ నోటిఫికేషన్ ఏమంటున్నదో చూద్దాం.

PART II

REORGANISATION OF THE STATE OF ANDHRA PRADESH

3. On and from the appointed day, there shall be formed a new State to be known as the State of Telangana comprising the following territories of the existing State of Andhra Pradesh, namely:—

Adilabad, Karimnagar, Medak, Nizamabad, Warangal, Rangareddi, Nalgonda,Mahbubnagar, Khammam (but excluding the revenue villages in the Mandals specified in G.O.Ms. No. 111 Irrigation & CAD (LA IV R&R-I) Department, dated the 27th June,2005 and the revenue villages of Bhurgampadu, Seetharamanagaram and Kondreka in Bhurgampadu Mandal) and Hyderabad districts,and thereupon the said territories shall cease to form part of the existing State of Andhra Pradesh.

4. On and from the appointed day, the State of Andhra Pradesh shall comprise the territories of the existing State of Andhra Pradesh other than those specified in section 3.

పై బిల్లు లో మాటమాటకీ వాడబడిన On and from the appointed day అనేది ఏమిటో హోం మంత్రిత్వ శాఖ ఇచ్చిన నోటిఫికేషన్ లో చూద్దాం.

New Delhi, the 4th March, 2014 S.O. 655(E).—In exercise of the powers conferred by clause (a) of section 2 of the Andhra Pradesh Reorganisation Act,2014(6of 2014),the Central Government hereby appoints the 2nd day of June, 2014, as the appointed day for the purposes of the said Act.

ప్రభుత్వ విధానాల ప్రకారం day always starts from midnight.కాని హిందూ సాంప్రదాయం ప్రకారం దినం అనేది సూర్యోదయ కాలంతో మొదలౌతుంది.మనం ప్రస్తుతం ప్రభుత్వ నోటిఫికేషన్ గురించే మాట్లాడుకుంటున్నాం గనుక తెలంగాణా రాష్ట్ర జననసమయాన్ని అర్ధరాత్రిగానే పరిగణించాలి.

and thereupon the said territories shall cease to form part of the existing State of Andhra Pradesh అనే వాక్యాన్ని బట్టి ఆంధ్రరాష్ట్రం వరకూ పాత ఆంధ్రప్రదేశ్ కుండలి వర్తిస్తుందనీ తెలంగాణా రాష్ట్రానికి మాత్రం 2-6-2014 అర్ధరాత్రి సమయమే జననకాలమనీ నిర్ధారణ అవుతున్నది.

ఆ సమయానికి ఉన్న గ్రహస్థితిని బట్టి తెలంగాణా రాష్ట్రభవిష్యత్తు ఎలా ఉండబోతున్నదో,రాష్ట్రానికి మంచీచెడు సమయాలు ఏమిటో,దశలు ఏమంటున్నాయో తర్వాతి పోస్ట్ లో పరిశీలిద్దాం.
